When designing websites it is important that you have a plethora of resources at your disposal. There are valuable websites that are very useful tools for tips on design, coding, scripting, compliancy, or whatever. Here are some of the resources I find the most useful:

Coding

W3.org - The guys that started it all. Great resource for HTML and CSS validation and learning about standards.
W3Schools - Useful and comprehensive tutorials in for almost any coding or scripting language you could ever need.
A List Apart - Detailed articles for website builders. One of the most useful resources I've come across.
Vitamin - More great articles for web designers.
Boagworld.com - Practical advice for those managing websites from one of the most well-renowned standards/accessibility gurus.

Scripting

Php.net - Great resource once you've learned the basics.
script.aculo.us - Open source Javascript library. Tons of great Javascript effects.
moo.fx - A super lightweight Javascript effects library.

CSS Zen Garden - Sweet CSS website built from the Zen template. Try it yourself, its fun.
CSS Beauty - More good design examples.
CSS Remix - Good CSS-based design.
